It sounds like your guinea pig has what Peter Gurney
refers to as fatty eye. Here is what he says:

Fatty Eye
This condition is seen more oftem in elderly guinea
pigs but can sometimes appear in younger ones too. The
muscle of the lower eyelid, and occasionally the upper
one also, bulges outwards. It is not known what causes
this condition in guinea pigs but it does not give
those who have it any discomfort or pain. Treatment is
not necessary.
