Thanks to everyone who has responded with great info for me and Sugar regarding his dry skin.  It doesn't look like anything on the webpages or what anyone has described so I am sighing with relief for now (meaning no fungal infection I don't think).  Like I said, it actually has cleared now so my guess is the vet was right.  I am also thinking the powder for the lice a while back actually may have been the culprit.....thanks again everyone!
