I have a friend in the printing industy and I asked her the same questions.  
Newspaper is safe for piggies because it is found in the home.  It has to be 
safe in case a little kid - or a little piggie - eats it.  With regards to 
telephone books, which incidentally are great toys for rabbits, it is best to 
stick to white pages and avoid yellow pages which tend to have lots of color.  
Shredded copier paper is ok, but avoid colored paper.  Hope this helps!
