To avoid the ink concerns, plain newsprint can be purchased at most moving companies.  I used to get 10 lbs. for about US $5 (the mover liked pets).  

But I switched to Crown Animal Bedding, which is pelleted recycled paper.  I have no idea where concern arose about it resembling food.  The point is, it doesn't *smell* like food, so my pigs won't eat it.  In fact, there's no odor.  And it's inexpensive--40 lbs for US $13.  I recommend it!
