Hi Laura!  The cage should be large enough so there is enough room for both of them to run around and popcorn and they shouldn't feel cramped.  What kind of cage do you have?  Have you considered making a C&C cage?    They are really cheap and easy to make.  See www.cavycages.com for the sizes and how to make your own C&C cage.
Hope you get a bigger cage for your 2 pigs :)
