Pam,
  Bert has been having trouble with itchy
skin on his back that sounds a lot like
what your Snuggles is going through. Our
vet checked for parasites and found none,
he said Bert had dry skin and recommended
I put Aloe jell on the spots. It seems to
be working and he actually likes having it
applied, he acts like it feels good to him.
Aloe jell is quite cheap and might do the
job.
