  If your pig is part Teddy, most likely it will have dry skin since Teddies are prone to dry skin.  You can try to use a moisterizing shampoo such as Epi_Soothe Shampoo.
   
  Just to be sure you might want to try Nizorel or Selsun shampoo for a fungal infection or as you said, you could try Neem oil for the possible fungal infection.  But as I said previously, if Megan is part Teddy, she will naturally have dry skin/hair.
