Shauna, our Sunshine had allergies when he first came to live with us.  I, 
too, thought that he had a URI, so he was on Baytril each time he began 
sounding congested.  Finally I figured out that he was allergic to the 
timothy hay I was feeding!  The hay didn't bother my other piggies, but for 
some reason it bothered Sunshine.  Perhaps you could try switching brands 
for a time in case that is Quentin's problem?
