I too had issues with water bottles staying in place and I found cable/zip
ties as the solution. I guess it does depend on the type of water bottle
hanger, but the ones I use hook over the top of the their playpen with a
strip of metal that run down to the part where the water bottle slips in.
The zip tie just goes around the strip of metal and no more swinging water
bottle. The end of the tie is snipped off and the rest is behind the water
bottle so no more nibbles.
