  What you describe is implorable!  A place like that should
  be shut down permanently!  Please, give us some contact
  information there if you can, for the store (is it a chain, or
  locally owned?), and for your local authorities. City.county
  government, any humane society, etc.
  This simply MUST be reported immediately. In fact, you will
  get the best results if you can get a local tv/newspaper involved.
  Thos animals need to be removed NOW - hopefully they can
  be nursed back to health. Then place the store management
  into that tiny box . . .
  Thank you so much for speaking up - we will gladly help you
  get this corrected, but this is one of those things that not only
  requires 'the village', but lots of perseverance.
