It may be the dander from the animals' fur that your friend is allergic to
and if that's the case, then she will almost certainly have the same issue
with guinea pigs.  It may also be that she is reacting to the bedding.

Does your friend know anyone who has guinea pigs?  Perhaps she could spend
some time with them and see if she reacts?  Alternatively, she could go to
an animal shleter and spend some time with the guinea pigs there and see if
she reacts.

It will be a lot of expense and outlay to buy everything guinea pigs need,
and get herself two guinea pigs, only to find she reacts to them badly.  At
least if she tries the above way, she can find out without perhaps needing
to re-home two piggies afterwards.

Hope she finds she dosen't react!
