Hi Kim.  Yes, at one time I had a little PEW who was both blind and deaf.  The test for deafness is easy-just take Hershey out of his cage by himself to another room.  While he's investigating clap your hands in back of him very loudly.  If he reacts, he's not deaf.  Just be sure he can't see you when you do this.
   
  What I used to do to get Snowballs attention was tap firmly on the side of the cage or pigloo, depending on the circumstances.  She could feel the vibration and would come running every time.
   
  As for not wheeking, from what I've read, this is not uncommon with pairs or herds.  Not usual but not uncommon.  They seems to be taking their cue from the cagemate just as you said.
