Hi Evelyn.  A urine sample will tell you for sure if little Phoebe has diabetes.  If it turns out that she does have it, go to www.guinealynx.com and just type in diabetes in the top right search box.  Just follow the links.  Diabetes in Guinea Pigs is basically treated the same as it is in humans.  Depending on how far it has progressed it can be treated with both insulin and a restricted diet or just diet alone.  From what I understand, GP's can live long, otherwise healthy lives even though they have it. Sounds as though you may have to have a little talk with Phoebe and prepare her for having less sugar foods (fruits, carrots, etc.)  Good luck to you both.
