Dear Carol,
I have used neem oil on my boys on occasion.  The product I use is  called 
"Neem Aura."  It is a concentrated neem cream.  It has the  consistency of a 
"night cream."  I bought it at a health food store.   I hope this helps.  Healing 
wheeks to Teddy.
