Shauna, you can take a plastic water or soda bottle - a 16 ounce, and fill  
it with water. Freeze overnight. Wrap around once or twice with a handtowel  
and put it in the carrier. 
 
For the future, they do make these little fans for the car that I know a  lot 
of people use for their pets. Its solar powered. Here is one example:
