Corrine,
If your vet is not very knowledgeable about piggies DO NOT let her do surgery! Anesthesia is complicated even on healthy pigs.  A botched surgery will kill a piggy much quicker than any ovarian cysts would. My vet is an experienced surgeon, and even she will avoid doing a spay if she can help it. 
 
It's *sometimes* possible to see cysts on radiographs, although ultrasound would be better. It couldn't hurt to do an x-ray just to see if anything else is going on inside little Blossom, such as an intestinal blockage or something. Perhaps your vet could get in touch with Vedra at the Cambridge Cavy Trust (can anyone on the other side of the Pond get this information?) regarding HCG treatment. Seems like a much safer alternative. And yes, piggy skin is tough, but it's not THAT tough. Plenty of non-doctors give their own piggies shots...
