If you're spending that much on bedding weekly, I would really look into
using fleece,
 especially where you want to give them an upgrade in space.
You would cover the entire bottom with fleece and towels then put in a
"litter box"
with carefresh and their food dishes and hay, to keep the mess mostly
contained to that box.
As long as most of the hay stays off the fleece it's easily cleaned. If
you have a
JoAnne fabric where you live, they are having a sale on fleece right now
