I think your idea is so awesome! Now I'm totally jealous & I want one too! What a great idea, you are very creative! 
As for going outside, I would wait till you move to an area without the cats & make sure the run is secured into the ground very tightly, has a tight fitting cover & always watch your piggies while they are out. Take care!
