Dear Nancy,
It appears to me that Otto is dehydrated. The vet should of given him 
sub Q fluids, either lactated ringers or normal saline. He seems to be 
having breathing problems possibly from conjestive heart failure and/or 
fluid in the lungs. This can prevent him from being able to swallow 
since he would be trying to breath through his mouth instead of his 
nose. A one off dose of 10 mg of the diuretic Lasix would of helped him 
breath better. He would need the Lasix along with the sub Q fluids. He 
is also undernourished, but apparently he is having problems swallowing. 
For pain control give him 0.4ml Children's Ibuprofen twice a day. For 
euthanasia at home carbon dioxide is the easiest. You can use dry ice to 
make the gas or if you or someone you know has a home soda mixer machine 
with a carbon dioxide cylinder that can be used.
