[Gpdd] misc; Question Marks

I have noticed questioned marks in random places as well, in recent digests the Misfits and Birdies posts have been the worst, one thing I have observed I have not seen any random question marks from European posters wonder if there is a link.
 
I use windows live mail and either windows 7 or XP operating sytem my keyboards are those that came with the computers they are qwerty lol
