Each guinea pig is different. I've had ones that love to drink from a syringe and will easily drink 5-10 ml in a sitting while others will barely drink 2-3 ml. She also may not like what you're giving her (I've always only given them water), so she may willingly drink more as she gets used to it.
I've learned it's best not to force things too much, as it backfires long term. If it's something like meds once or twice a day for a couple of weeks, I might be more forceful if I meet with resistance and I'm short on time, but even then, I still try to make it seem like their idea with a bit of coaxing. It just makes things less stressful and leads to more success.
I've also found that once an hour tends to be too frequent, even with just liquids ... 2-3 hours is generally a better time interval for liquids/soft foods, 3-4 hours for pellets.
