I would be worried that the piggie could burrow under the top layers of fleece and towels and get to the plastic bags.  If they did, they could chew the plastic and swallow or choke on it.  Or they could get the bag on their faces or try to crawl into the bag and suffocate.  I don't put anything plastic near my girls cage.  Anything that resembles or makes a crinkly sound like a plastic bag gets their immediate attention because they think its a bag of lettuce.
I am not trying to be critical of your idea, but maybe you could use newspaper as a bottom layer. Then if you piggies ever did burrow to the bottom layer, they would be safe.
