Kelly, it sounds like you definitely should take your piggie to the vet to 
be checked for his skin condition.  If he is scratching so hard that he 
squeals loudly, he is in discomfort.  Unfortunately some skin problems, 
left untreated, can be very painful for piggies.  Although I'm no expert, 
your piggie might have mites.  Others can probably give you more detailed 
information.
