Hi.  Stacy is on the right track.  In guinea pigs, they remove the testes, therefore, they can still produce the seminal fluid minus the sperm.  Similar to humans' vasectemy (which I witnessed), they just cut out a 1 inch long piece of the vas deferens, which men still produce the seminal fluid, also minus the sperm.
 
Topper can still get an erection and ejaculate, just can not get anypig pregnant.
 
Hope this helped you understand a bit more.  By the way, my little Flint will be getting neutered in a few months and the vet agreed to let me watch the procedure.   I love being educated.  So I'll let you all know how that goes.
