Sounds like your guinea pig has a case of pododermatitis or bumblefoot.  See http://guinealynx.info/pododermatitis.html for more info. 
 
Bumblefoot signs are swelling and ulceraton of the foot pad.  In severe cases, it may progress to osteoarthritis adn amyloidosis of the liver, spleen, kidneys and adrenal glands and cause death.
 
Please see a vet ASAP.  This is a bacterial infection caused by Staphylococcus aureus.  The foot should be cleaned with an antiseptic solution and a topical antibiotic/corticosteroid cream applied to the area.  The foot also should be bandaged and the flooring of the cage needs to be less harsh until the foot has healed.
