Yes, it does sound like a seizure and he should be seen by a vet. Try to watch over him extra close until the appointment watch and record any and all strange behavior.  Note date time duration, and details and note any other factors, could the piggy have gotten into a foreign substance or a bad potted plant any thing in the environment that he could have ingested, a dropped medicine or pill of some family member.
Make sure the piggy is well hydrated and watch him like a hawk. One seizure may mean little but if the happen more often in frequency or severity these things are meaningful to the proper diagnosis and treatment. And above all make sure you find a top notch exotics vet with lots of experience to handle your pigs health, this is critical.  The House Rabbit Society website keeps a list of bunny savvy vets on its pages and bunny savvy usually means piggy savvy.
