I use a pair of small and sturdy dicks. The are a type of wire cuter. 
If you do it at home just be careful. I could never do it myself I always have top get my brother to help me. I do know that you have to clip the teeth quickly. Don't take a lot of time cutting, it might cause a fracture. Maybe get a friend to hold him.
