Actually, youtube has stated that exactly in their guidelines:
I  quote: "Don't post videos showing bad stuff like animal abuse, drug abuse, under-age drinking and smoking, or bomb making. "
 
However, since there are so many videos on youtube they cannot actually control all the content. So it is indeed up to us users to let them know. 
If a video offends you, you can flag the video (red flag right below the video). The administrators review flagged videos all day and remove them if neccesary. The youtube admins are also not responsible for the tags added to a video. Users do that themselves.
