You should cut off any mat rather than try to work through it, and soon. All 
kinds of junk and mites or other parasites take up residence in a matt.  You 
can carefully snip into it in several places and then cut the small strands 
off and wash out the remainder in a bath. Make sure his skin isn't 
discolored, cut, or flaking, this can be signs of a fungal or bacterial 
infection and should be seen by a good piggy vet.

As for the cages I would move a bigger one immediately, they need the size. 
I don’t know of any commercial cage that will protect piggies from a 
mastiff. Certainly not a C & C cage, a mastiff could destroy it in one 
swipe.Those jaws are designed to go through anything. I humbly believe you 
should choose between  piggies and a mastiff. Just one wrong movement could 
attract unwanted attention and you would live with the horror the rest of 
your life.
