Did your vet check the penis itself by extruding it?  Sometimes Semen and 
the fluids dry the whole apparatus stuck to itself. The bath is the fist 
step, ten gently extrude the penis its full length and then wash it with 
some oil, as a lubricant. Everyone should do this for their boar once a 
month. A Warning, inside the last part of the penis to be extruded is a long 
whitish/ clearish long hook, I'm sure it has something to do with how they 
copulate. Anyway, that part doesn't extrude so don't try to.  Over the years 
several people have written in with this problen you have and the gentle 
cleaning fixes it. If the penis gets so gunked up it cant pass urine it 
beomes a medical emergency

After this the cleft between the balls should be cleaned  as well, and this 
can be mild to majorly toxic smelling depending on your boar. When they 
rumblestrut they drag their nether parts picking up everything but the 
kitchen sing in the "slot".  Before the bath I do a quick clean with Qtips 
and oil and try to get the big globs of stuff, before the bath. Then in the 
bath with soap on a gloved (or ungloved hand) finish cleaning with soap  or 
shampoo and wash very thoroughly. Clean the penis in clean water.   After 
these 2 jobs I wash the body with baby shampoo or kitten flea shampoo.
